These are abandoned children who are without a place to stay.  They sleep in the market and play games of chance.  The picture shows drifters, drug addicts who spend all their time smoking drugs.  MDDHL can intervene with the government.

A youth taking drugs diluted in a cup of coffee at night.  Drug users should be educated.  The partners responsible for making change happen are the administrative authorities and traditional and religious authorities.  They are influential; they can take adequate measures including prohibition, arrests and the closing of points of sale.

Homes destroyed by Maroua’s urban authority, leaving the population out in the open without their consent.  Now this is a place for drug smokers which leads to thefts occurring in the neighbourhood and problems of merrymaking and juvenile delinquency. The partners responsible for making change happen are the administrative authorities, especially the mayor.
